i installed my office, home and student 2019 program on pc but the outlook that opens is outlook.live.com not what i presently use outlook.com.
how and where do i find and install the native outlook so i can use the folders on my previous pc

Office Home & Student 2019 doesn't come with Outlook, the installed email program.
Check your Start Menu under Office. I don't think you will find Outlook there.

If your Office 365 Business subscription (such as Microsoft 365 Business Standard) included the desktop versions of Office apps for PC. Then you can download and install up-to-date versions of Outlook, Word, Excel, PowerPoint, OneNote for Windows from Office
Office 2019 Home & Student includes Word, Excel, PowerPoint, and OneNote, while Office 2019 Home & Business also includes Outlook, Project, Visio, Access, and Publisher.
This is what the web says the student version comes with--no outlook. That's why you are only getting the outlook live email only
