Office Home & Student 2019 doesn't come with Outlook, the installed email program.
Check your Start Menu under Office. I don't think you will find Outlook there.

Create an Internet Shortcut on the Desktop.
Right-click a blank space on the Desktop and select New > Shortcut.
For location type in https://outlook.live.com then click Next and name the shortcut.
