Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

I have same problem. Fault lies with Microsoft. They need to fix. ASAP.
I have the same problem
me too. with an SE. Plus a whole box of other issues since 13.1.1
Thought my phone was dying!
Same problem with an iphone 7 on iOS 13.1.1 and 13.2. I'm amazed such a mission critical app can be broken for this long. Like others i have found that deleting and reinstalling buys me a day or so.
