I updated to 13.2 on iPhone and all my issues have disappeared

Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

What solved the problem on my phone was, that I had to update manually the outlook app. Somehow one/some of my Iphone Apps stopped updating themselves and I had to start this process manually.
I've been watching this issue for months. It's stopped happening for me, and I didn't do or change anything special. Is it possible that a fix has been rolled out behind the scenes? Who is still experiencing this issue?
Same for me, it just stopped, very weird...
