I updated to 13.2 on iPhone and all my issues have disappeared

Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

The post quoted above is marked as the thread answer but this is incorrect - The problem still exists on iOS 13.2.3 and Outlook 4.13.0 on iPhone XS
Also, when I search the Apple App Store for Outlook, it finds the app, but then App Store keeps jumping back to a blank Search screen again. A reboot of the iPhone is required to get the App Store search to function correctly again. I'm not sure if these two issues are related but the "unable to purchase" message seems to indicate a link between Outlook freezing and an App Store bug?
I'm using iOS 13.2.3 on an Xs.
I've installed the latest outlook from the app store, 4.14.0.
Today outlook has been working.
The App Store says 4.14.0 is 1d old.
I've had no issues for about, 1d.
Prior to this I've been experiencing the same freeze symptoms everyone else is reporting.
Can others check if their issues are fixed with this combination?
I've edited my previous post - I think the last freeze I experienced yesterday was Outlook 4.13.0
Outlook 4.14.0 self installed, I didn't update it, and has been stable today...
Let's see, it's gone a day or two before without freezing, only to fail again.
Unfortunately, had to reboot my iPhone this morning to get unfreeze Outlook (4.14.0). Last reboot 24 hours ago. I also noticed prior to both reboots my iPhone was getting warm and battery draining quickly. After reboot, all is working as expected. We’ll see what happens over the next 24 hours.
