I updated to 13.2 on iPhone and all my issues have disappeared

Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

I cannot download my PDFs on my iPhone XS Max and am not finding much information this is critical to my business.
On Outlook version 4.16, iis 13.3 unfortunately still freezing constantly.
I also have 13.3 and I still have freezing issues. I’ve been making sure I get every update as it happens hoping that it will be fixed but it hasn’t.
Perhaps unrelated I also have issues with the App Store but I want to buy a new app it just freezes and I have to restart my phone
I'm coming around to the idea that this might not necessarily be Microsoft's issue. The "Unable to purchase" error on reboot, and the App Store issues that go along with the problem, mean that perhaps we've found a bug in Apple's account management that Outlook is a victim of.
Has anyone tried logging out from Apple/iCloud, and logging back in again?
