I updated to 13.2 on iPhone and all my issues have disappeared

Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

Yesterday updated IOS 13.2.
Was able reinstall outlook app and its still working fine. Other bugs i was experiencing on my phone are now resolved to.
So it was definitely an apple issue
Currently have 13.1.3. ?
