Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

Same for me.
Iphone 7, IOS13.2
Outlook App Version 4.9.0
Open Outlook and it will open and function as normal.
Go to other apps and come back to Outlook after 10 minutes and it is non responsive, ie no response to any touch on the screen.
Push Home and it will display home screen and can now touch Home screen icons.
Double click Home and go back to Outlook and non responsive.
Double click and Close Outlook. Reopen and still non responsive.
Reboot the phone and Open Outlook and it is fine again for 10 or so minutes.
The only way I have found it too work is to Manually close Outlook after every time you have opened it.
I also have the Zoho Mail app and it has been doing almost identical thing.
All this since one of the 13.1.x updates. Not sure which one, but I think it was 13.1.2

Same problem with an iphone 7 on iOS 13.1.1 and 13.2. I'm amazed such a mission critical app can be broken for this long. Like others i have found that deleting and reinstalling buys me a day or so.
me too. with an SE. Plus a whole box of other issues since 13.1.1
Thought my phone was dying!
