I updated to 13.2 on iPhone and all my issues have disappeared

Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

Why would Apple Support help with this issue? Outlook is the only application on my iPhone Xs that has this behaviour.
Hoping not to jinx myself but i have gone a couple of days since my last forced reboot. Outlook version 13.2.3 and iOS 4.14.0.
Everything you said, I experience. unable to purchase when I restart the phone. I get that as well. I need to be able to check my emails on a regular basis. I believe that there is some sort of conflict between Outlook now and the new OS. It never happened before.
I have the very latest Iphone 11 pro max and the very latest OS 13.2.3 and Outlook has now been a real pain. As the person said, you can open the app but you can't do anything with it. Total freezing up. I have to turn off the phone and restart and it works. But this is only until it freezes again.
It is very annoying as I get business emails and need to be able to constantly check my emails and it is a real pain. This has only happen since the upgrade of the OS.
