Have the latest IOS update, 13.1.3. Using iphone XS. You can open the app but its frozen. Restarting didnt fix it. Deleted the app and reinstalled. It worked for 5minutes. Seems to slowly update incoming emails in the background and will give notification. But they cant be seen when you open the app.
Anyone know whats going on?

Don't know about the spyware stuff, but I've also seen the failed purchase error message too. Very maddening, I reboot my iPhone at least twice a day. Aaarrrggg.
I’ve also noticed that when this happens, the app store is also not available.
Yes, me too. Then on reboot, I get a failed purchase error dialog as others have reported.
I'm starting to wonder if perhaps the reason we're in this boat and Microsoft isn't fixing this is that the frozen Outlook is a side effect of secret government spyware. I knew I shouldn't have posted that snarky tweet about the government, now I'm on the watch list.
Same with me!
