Some users above state that 12.2 has not fixed their Outlook.com contact and that some contacts still have the incorrect date.
This might be due to the fact that a contact which was displaying the incorrect date on iOS for example, was edited and saved from an iOS device that altered the date on Outlook.com to the incorrect date.
I had a contact who's birthday is 10/23, but recently forgot I updated his home address, so when it saved back to Outlook.com, it saved the new address and the incorrect 10/24 birthday.

It seems like the break is on how Outlook.com and iPhone synchronize this information. It's also strange the Outlook.com Contact View Mode shows one date, while Contact Edit Mode shows a different date than the displayed one.
These steps are easy to reproduce on my end on both my account and the new account created.
Some people state that since iOS12 that synchronization of Anniversaries are also affected. I did not try to validate those steps in this testing.

Organizing and accessing contact information in Outlook.com

Indeed all apple native clients show it too, but MS itself had closed my ticket admitting it was a known issue with older Exchange versions that WILL NOT be fixed.
If we want to dispute that the blame is on Apple side too then why does it also persists on MS own app for mac os? see attached overview of the sync issues (Windows stands for Exchange too)
Problem also occurs here. Exporting the contact to a vcard shows that the BDAY-field only shows a date without timestamp, which seems ok. But when importing this v-card into apple Calendar, the birthday is 1 day earlier in Outlook after the stuff has been synced. The other way around, when importing it in Outlook, the birthday is 1 day later in Apple Calendar.
When googling around to find solutions for this issue, I find a lot of suggestions about an incorrect set time zone. But I really wonder why time zones are important when storing a birth day, because only the date (without timestamp) matters.

I've done some investigation about what information is transferred when editing the birthday. When changing the birthday of a test contact to 10th of April 1979, the soap envelope that is sent to the exchange server contains the following fragment:

The date will apparently be converted to a Zulu (or UTC) formatted date, and since I'm in UTC+2 timezone, it will substract 2 hours from the original date to make it a GMT date.
Subsequently, the change will be synced with my outlook client and the response soap-envelope to the outlook client contains the following fragment:
<t:Birthday>1979-04-06T11:59:00Z</t:Birthday>
So, it looks like the exchange server is corrupting the date. I really don't know why the time is off by 10 hours and .... 1 minute?? When looking at the time zone map, this date appears to be somewhere in the Pacific Ocean when it is 7th of April midnight here in the Netherlands. So I can't find a clue.
Besides, I checked my time zone settings in my office web account, I've set it to both UTC+2 and UTC+0, in both situations the date of birth got corrupted in the same way as described in the fragments above.
The problem continues. It is not resolved. My company works with Exchange and we need a solution

I had this problem a few years ago, and recently, it reappeared. Very annoying when you're 1day late for congratulating people.
I found out that I had a strange setting in Outlook.com. During business hours my time zone moved to Seattle. In the screen for setting the working hours, there is an checkbox for making a separate setting for the time zone during business hours. I unchecked it, and the option completely disappeared. Can't get it back.
I'll wait one day and see if the problem is fixed. Let you know.
Answer: Nope, it did not work and I am sure that all the time-zone settings are in sync.
Anyone other suggestions?
