iPhone and Outlook 365 contacts not syncing

i've given up.

Unfortunately, I have given up as well.

I'm not sure its an Apple issue.  If the iPhone will sync with a Mac, then it has to be Microsoft.  Has anyone noticed the lack of input from anyone at MS explaining, step by step, a detailed and imaged How To Guide for setting up a personal MS email on an iPhone X (and others) using Outlook for iOS with a *** at live dot com or *** at hotmail dot com, or *** at outlook dot com, etc. (not a *** at some Exchange account).  iCloud for Windows is a no brainer; download and run and select what you want to sync.  It provides no details as to how the devices should be setup for this to work properly).  Note to Readers- *Sometimes* when installing iCloud my computer will also install iCloud Outlook, but this does not occur with every uninstall/reinstall, so is this a key component and potentially the problem?  (Look in "Apps & Features". Under programs you might have both iCloud and just below it, iCloud Outlook.  If you do not have iCloud Outlook try uninstalling and reinstalling iCloud. MAYBE if iCloud Outlook installs you will be able to sync inconsistently (connect your iPhone via USB to your desktop and open Outlook and iCloud (I have no idea which is supposed to sync).  The contacts added to your iPhone MIGHT sync to a new Outlook contact folder named Contacts - iCloud.  This should be reflected in Outlook --> Contacts where you will have your "My Contacts" at the top and your contact options in sub-folders email (I have my primary personal default email, which is my personal MS account, then a business 365 account, then a Skype for Business Contacts.  Below that is another primary folder titled iCloud (created when iCloud or iCloud Outlook was installed).  Do not expect contacts added to your iPhone native app to update in your default MS contact folder.  They might update in iCloud --> Contacts-iCloud folder.  How does this sync between my Outlook on my different MD devices, because my contacts are not in my Outlook on my SurfacePro!

MS: What we (the community using an iPhone with Outlook for iOS and Outlook on our desktops (whether part of 365 or not) desire that when we add a contact to our iPhone's native contact app that is syncs seamlessly and quickly (Bluetooth or WiFi) with our default Microsoft personal email account (*** at hotmale dot com or *** at love dot com or *** at out look dot com.), and vice versa; when we add a contact to our personal Microsoft default contacts in Outlook desktop that it sync with our iPhone's native contact apps. 

NOTE* - THIS WORKED WHEN USING ITUNES TO SYNC CONTACTS!  I deleted iCloud for Windows and tried using iTunes to sync as it once did.  It worked for a day or so until after I posted it to a thread.  Then, as if MS read this they stopped iTunes from syncing, suggesting I download iCloud for Windows. Anyway, iTunes didn't sync calendars and reminders, so it was only good at securing contacts.

WHY IS TO TOO MUCH TO ASK THAT MICROSOFT UPDATE ICLOUD FOR WINDOWS SO THAT A MICROSOFT PERSONAL EMAIL ACCOUNT WILL TWO-WAY SYNC CONTACTS, CALENDARS, REMIINDERS, ETC. BETWEEN APPLE'S NATIVE CONTACTS, CALENDAR AND REMINDERS AND A PERSONAL MS ACCOUNT IN OUTLOOK???

Update to my most recent post (today).  I looked in iCloud --> Contacts-iCloud and one (I'm sure many, many more) have not synced to iCloud -->Contacts from My Contacts --> default MS email address.  I could "copy all" from default contacts and paste into iCloud, but then I will once again spend days deleting duplicates.  What an unreliable POS application!

I am late to this party but have the same problem both with Calendar items and Contacts entered on my iPhone but that do not sync to my Outlook.  Especially annoying with contacts people share either by text or Airdrop that I save to my phone but do not appear in my MS Outlook.  I suspect this is an Apple problem of their usual effort drive us all to their Macs.  Has this been solved yet?
