I am attempting to use Outlook on my android phone. When I attempt to add my email account to outlook (on my phone) I get an error that says: Your mail certificate is invalid. Would you like to login anyway. PLEASE HELP!!!!

It is on IPhone and IPad, cannot speak for Android, as I do not use Android, downloaded from the App store.
Got it on Android. Version 2.2.131
However the issue is still there!
I don't think it's the app version that broke this, got apks installed from Jan-Feb (when they definitely worked) - they fail today.
We downloaded the the new version on an iPad and an iPhone, 2.74.1, and unfortunately the issue remains on both with our Exchange 2007 server.
Have you uninstalled your App and reinstalled it to see if that makes a difference? The version I have is 2.74.1 on IPhone and IPad. I beieve it was only released today, check your App store to see if there is a new version, I would have though you should receive a new version too if you are having problems.
