I am using Outlook 365 1909 (Build 12026.20320) Monthly Channel. The Sun and Moon button was available in message's toolbar in Outlook for several days and now it is gone. No policies have been changed and system is restarted every evening. Microsoft Windows Version 1903 (18362.388) x64.

Hi all,
The Outlook Team currently has the Sun/Moon feature enabled in Monthly Channel Production at 10% of users. It was enabled at a higher percent earlier until a bug was found. The team wants to fix that bug before it gets turned back on for everyone. If I can get an ETA on the rollout I'll post back with that status.

I experienced the same dark mode problem. May we know whether dark mode in outlook (with sun/moon button) is a beta feature or released feature?
If this is a released feature, why sun/moon feature is enabled in only 10% users ?
If this is in beta testing, why it is released in monthly production update?

Thank you for the posting in our forum community.
Regarding your description, I have checked this feature from my side but I could not see this feature in my Outlook desktop client in Monthly Channel and after consulting with our team, I have got the information that, this sun/moon button option is available in Office Insider version and for Office pro plus monthly channel version 1909, it is in production for Outlook desktop client. Currently, there is no ETA because our related team is working on it and it will see automatically in Outlook desktop client in Office pro plus monthly channel version.
But, regarding this dark mode and sun/moon button, it is available in Outlook web app (OWA). So, for workaround kindly login to Office 365 portal > open Outlook web app > turn on "The New Look" toggle >click at the top of the right side Setting symbol in Outlook Web App > under turn on "Dark Mode" option and after that we can see sun/moon button in the Outlook web app.

I do have Microsoft Office ProPlus 1909 (Build 12026.20320) Monthly Channel installed and the option was there for a few days and then disappeared.
