What if my device is suddenly showing as quarantined?

THE ISSUE: My new iPhone 7 isn't pulling in my contacts into the Phone >Contacts app (the stock iPhone contacts app) from Outlook.com. It's strange because both my e-mail and calendar from Outlook.com are syncing properly.
WHAT I'VE TRIED:
* I've removed the Outlook.com account and readded. Still nothing.
* I've unchecked the "contacts" toggle and retoggled it back on. It says it's syncing, but the contacts are not there.
* Downloaded the Outlook app from the App Store. Confirmed the Contacts show up.
* Gone to Outlook.com and OPtions>General and confirmed the iPhone is in the Devices area. Status is "OK"
Any thing else to try?

Outlook on the web shows the mobile devices that you use to connect to your mailbox. If a device isn't syncing properly, you may delete it from this list. Doing so removes the partnership between the mobile device and your mailbox, but doesn't delete the email account from your phone. Removing this partnership often fixes sync issues. Here's how:

Here is the procedure used to add the outlook.com account to the iPhone:
Entered my username and password - and made sure the following where checked for sync:
* Contacts
* Calendars
* Reminders
Still nothing?

Hello Joan,
If you set up your email as an IMAP or POP account, your calendars and contacts won't sync. You'll have you to add them as an Exchange ActiveSync account. Also, make sure that your email app has the correct permissions to access your calendar and contacts.
If your email account is working fine on a computer, the issue may be with your email app and you'll have to contact their support.
