I would like to export my outlook.live.com Calendar to a non-Microsoft app.
Instructions that I have found by searching suggest doing a File -> Export, but when I have selected my outlook.live.com Calendar (tab) I don't have an Export choice in my browser's (Firefox) File menu.
Trying this with I.E. I see a File -> Import and Export.... menu item, but the 'Import and Export' wizard appears to only allow me to export Favorites, Feeds, or Cookies.
Do I mis-understand how to access the Export function? Or, has the procedure changed?

The File>Import & Export advice is for Office Outlook, the mail client you install on your PC. It has nothing to do with Outlook.com's calendar.
Log into your calendar and select Options gear>Options>Publish. Right-click the ICS URI and choose "Save target as". This will give you an ICS file you can import into another program, provided that program can import ICS files.

You could just as easily synched the Android phone directly to Outlook.com using a Corporate account (which is Exchange) and saved yourself the export/import.

I have been unable to sign in to the forum for two weeks because of some other Outlook.com problem which now seems to have cleared.
Jak97 asked how to sync Office Outlook to Outlook.com.
It was all endlessly confusing, however, I have been trying to retrace the steps I took to sync Office Outlook with Outlook.com.
If you follow the path through Outlook 2013 it finally asks you to close Outlook 2013 and redirects you to the Windows Control Panel. So this is the path I finally had to take ( Windows 10):-
Control Panel
search for 'mail'
Mail ( Microsoft Outlook 2013)
E-mail Accounts
New
Manual Setup or additional server types
Microsoft Exchange Server or compatible service
I think I then entered my Outlook.com account name and password, although what now appears on my pc is not what I entered. It now displays a unique server id and user id with many characters which I certainly could not have entered. Sorry I can't be certain of exactly what I did.
When Outlook 2013 finally synced with Outlook.com all the calendar entries for the past 10 years were replicated in Outlook 2013 and it was then very simple to export a file of all events in csv format. This file I then imported to Google Calendar and synced a new Android phone to Google Calendar. All 10 years events now appear reliably on the Android 'phone and on Google Calendar. Because of Outlook.com sync problems and other Outlook errors I have now abandoned Windows Phone and the two MS Outlooks for Android, which, although not devoid of problems, is much easier to use and for the time being is delivering all the functionality I need. It is a pity, because, apart from the dearth of apps, Windows Phone is the best of the three mobile operating systems.
