Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

My CTO is now having this issue. Is there any timeline for implementing a fix for this bug?
I was able to workaround this by changing my Outlook 2016 Theme to Dark Gray. The problem hasn't returned.
File>Options>General>Personalize your copy of Microsoft Office .
UPDATE :
A couple hours later the black bar is back...URGH!
Didn't work for me.
None of the above solutions worked actually. That's an extremely annoying issue and not a client one.
