Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

This exact behavior is occurring for users in our office now as well. We can recreate the issue 100% of the time by doing the following:
1) Click your sent items folder
2) Search for any term
3) Click on any of the search results so that it shows up in the preview window
4) Click inbox - you now have a black bar in place of the scroll bar between your inbox window and preview window.
As others have noted, you can resolve the issue by manually resizing the preview pane even 1 pixel after each time it happens
This behavior did not begin for us until we received the update to Version 1801 (Build 9001.2144).
We are on Windows 10 Professional
Office 365 is 32-bit
All addons are disabled
Any help would be appreciated.
I tested this following the same procedure as listed above and it is also 100% repeatable on my system. You can also "fix" the problem by clicking on any other folder and then back on the Inbox.
I have verified KevinD-EB's Outlook behaviour is the same on mine. Running the same build. We were getting the black scrollbar just by switching folder. After disabling the Teams addon, the problem looked fixed, but if I follow Kevin's steps above, it is repeatable in our environment as well.
So we tested this with all folders searching and selecting and we are able to create the issue.

Issue is easy to recreate; start in inbox, switch to another folder and search for anything, click on an email, then switch back to inbox and you now have a black bar.
To remove, change folders again.
Issue started after installing an older AMD graphics card. Win10 installed Catalyst Control Center version 2015.1104.1643.30033, with driver packaging version 15.201.1151.1008-151104a-296217E automatically.
Is there a permanent fix for this issue as it the black area reappears after a few minutes of none use despite resizing the viewing pane
