Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

i had the same issues with this version
After i disabled the teams add-in the issue was gone.
I got the black scroll bar after i switched to another outlook folder - resizing did not do anything for me - restarting outlook did but after a few minutes and changing folders the issue was back.
With the removal of the teams add-in all was normal again

Hi there, we had the same issue here. Disabling the Teams add-in worked for us as well.
Disabling the Teams-Addin worked for me.
But this is not a real solution - we are using MS Teams!
This is insane. I have 100s of office licenses. Do you really expect us to go through and uninstall and install office for everyone having this problem??? Sounds like it is a bug that Microsoft should fix rather than band aide. Please have your team look at office and figure out the issue asap. This is why we pay a monthly subscription fee. I for one will not re-install 235 copies of office. Push out an update to double buffer your scroll bars or force a redraw on load event.
