Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

There is not a workaround I have seen that prevents the issue from happening. When it does happen the best options are to either resize the Outlook screen or switch tabs from Mail to Calendar and back for example. I was seeing this the most when I would do a search in Deleted Items and then switch back to Inbox.
Also two client PC's in our network last week started having this issue.
Same problem here. Just started happening a couple of weeks ago. Windows 10 Pro, Version 1709, OS Build 16299.214 with MS Office 365 Business, Ver 16.0.9001.2138.
