Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

I have this same issue, it has been happening since half way through 2017 and happens multiple times a day. Reinstalling, updating etc has no effect. This should have been fixed by now, there have been numerous updates to fix other issues, this can't be that difficult. Suggestions to reinstall, etc are just unacceptable stock answers, solve the underlying issue, stop giving stupid workarounds. We pay for this, so expect it resolved!
We have exactly the same issue on our Windows 10 clients. Reinstalling does not fix it.
Hi all,
Just wanted to update that the Outlook Team has been investigating this issue and they are working on a fix. The current plan is for the fix to ship in the upcoming builds 16.0.9029.xxxx. This build will start going to Insiders ~2/13 and production is currently targeted to the end of February. I'll post back if there are any changes to the plan. I apologize for the delay but wanted to confirm a resolution is forthcoming.
