Using Classic Outlook on Windows for personal email, calendar, and contact management
Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

This does not fix the issue, it only treats it for that time.
The black bar reappears multiple times each day, even if I do resize the pane.
I have experienced this for months and find it annoying that the bug still exists.
Hi I am an IT manager for several companies and this issue has been occurring across the board and is not a client issue, its an Office issue.
Please post actual solutions. Reinstallation has not worked and it continues to happen with no reason why on both laptops and desktops.
I've only seen it occur in Outlook specifically but maybe others have seen it in other apps as well.
Tried all of the updates as well and no dice.
I have the same issue. Appeared out of nowhere a few months ago. Pain to deal with.
