Same problem. I find the easiest fix is to resize the preview pane, which redraws the scroll bar correctly. Just moving it a few pixels does it.

Based on your description and the screenshot, it seems like a pure client issue.
Generally, to handle Outlook client issue, the first thing is to perform an online repair to your Office application via the link below:
Meanwhile, please make sure that you have installed the latest update for Outlook, please click File menu > Office Account > Update Options > Update nowto check if the issue can be fixed.
Some add-ins may also cause this behavior. To identify it, please run Outlook in safe mode. Please run outlook.exe /safe in command line. If it works, please try to disable all add-ins one by one in Outlook.
