Simply not true. The built-in Email program should work just fine. It does for me. If your mailbox is on the "old" Outlook.com, choose Outlook.com as the mail type in Settings>Add account. If you have two-step verification enabled, you'll need to generate an app password or, I believe, use an authenticator program. If you are on the "Outlook Mail (Preview)" platform, you can create an Exchange account. Either will allow your Contacts and Calendar to sync with the mailbox. That's what I do on both my Android and iOS devices.
