The only way to fix this is to reboot outlook. I end up doing this 10 time a day. Is there any fix?

Same here. I reported the problem over at the Office 365 forums and was redirected to here.

I'm on an Office 365 for Small Business subscription and recently upgraded to Outlook for Mac 15.3 (141024). The issue I have now, which never occurred previously, is that Outlook will quite often get stuck with message "Sync pending for this folder". That is on my Inbox, and it prevents new emails from showing up. The emails will pop up on my phone instantly, but Outlook will not show them. I have to close and restart Outlook for Mac before the new emails show up.

This occurs quite frequently, about 3-4 times per day and the only fix I've found so far is to restart Outlook. My inbox usually contains less than 50 emails and no folders. I have tried the recommended trick of emptying the cache but that didn't fix the problem.

Another trick that works sometimes is to toggle the "Work Offline" setting. That will sometimes get it to sync up again.

Seeing the same issue but I find that mail flow works as normal so it appears to be cosmetic for now. Mail appears in Outlook seconds after the ding notification on my iPad

That is not my experience at all. My sync has been pending for over 8 hrs now, and the inbox isn't showing any new mail, but I know I've been getting it based on my phone.

Exactly the same for me. Sync pending, and no new email unless I close and reopen Outlook. Meanwhile, Apple Mail and iPhone are getting emails ok. Pretty devastating - an email system that doesn't deliver email. Like other users, I don't have a huge number of emails in my Inbox so don't believe the issue relates to that, and have previously emptied the Inbox cache - which was a suggestion I spotted elsewhere. All to no effect.
