You don't have to include that someone to your contact list in order to email him/her.

You can just simply type the address into the To box.

If you do want to add that person to your contact list...............

To access your main contact list:

Open outlook.com > top left next to the logo Outlook, there is a down arrow > click the arrow > click People > All your contacts are now listed on the left. Scroll down to see each contact.

How to add a new contact to your Contact List :

at the same People window , toolbar at top, click New > fill in the required info > click Save when done > the new contact is now included in your contact list.

... there is NO "down" arrow located near the logo...

There was in 2013 when those instructions were given.

    Reposting again:

    1. Click on the window panes in the top left-hand corner of the window:

    2. Click on People:

    Notes:

    • If you don't see Outlook.com or Outlook Mail in the top left-hand corner, you're in the wrong place. Please use the Categories dropdown at the top of the page to navigate to the forum for the product you're using.
    • If you do see Outlook ..., but there are apparently no window panes, you're probably using the wrong browser. Try with Internet Explorer instead.
