In Outlook.com contacts ARE people...To access People from Outlook.com, hover the cursor over the Outlook logo in the top left and click on the down-arrow that appears to the right of the Outlook logo.

Select People. 

Returning to your Inbox from People:

Hover the cursor over the People logo and click on the down-arrow that appears on the right of the People logo. Select Mail.  

You can also get to Calendar or Skydrive in the same manner.

Filtering your list:

Above the search box at the top of the Contact list on the left, is a filter option which says "All ". 

If you click on this you should see the groups you created in the past.  

Click on any of these to filter your list to just the contacts in that group.

Selecting one or many Contacts:

If you click on a contact name in the list, the details for that contact will appear on the right.  

Alternatively, if you click on the check box to the left of the contact picture, you can build up a list of selected contacts on the right by clicking on the check box to the left of multiple contacts.

Adding/Removing from Group membership:

Whether you select one or many contacts, you will see a top menu bar option for Groups.  

If you click on this, then it will display the list of groups with a check box checked for each group that the contact(s) is/are a member of. 

You can uncheck to remove or check to add, the selection of contact(s) to the chosen groups, and then click on Apply to apply the changes.  

Your selected contacts will then be updated to be added or removed from the groups you chose as appropriate.

Delete

When you select one or many contacts, you will see a top menu bar option for Delete.  

If you click on Delete and click Delete in the confirmation box, the selected contacts will be deleted.

Edit:

You can choose edit if you have clicked on a single contact (name or picture) in the list on the left to see their details on the right.  

When viewing their details, click on Edit in the top menu bar to edit or add details.

Browsers:

We recommend that you keep your web browser up to date to get the most out of the People experience.

If you’re not using an updated browser, some parts of People might not work and it might not display properly.

    Well, it's now 25/9/14...still no joy for me, either.

    I have had to use other email programs as I can't figure out how to get at my contacts. What a load of crapola!

    Hi All,

    I've also been struggling with this issue and like everyone else, really struggling to find a solution, until now. I had been having similar issues where none of my contacts were showing when I go to People, even though I could still send a message to them. However, it turns out, there is an additional filter option which Microsoft hasn't bothered to tell anyone about. After going to "People", click on the cog button on the right (settings), and here is an option to filter by "Messenger" or "Outlook". Both of these were not ticked on mine, meaning I couldn't see any contact. Why this was loaded as default, and why the button is so hidden away is beyond me, but I hope that everyone's issues are as simple to fix as mine was.

    I have found the answer. I was having this issue myself and could not for the life of me figure it out. Then I stumbled across a forum talking about another issue and I thought it might work for this problem, in which case it did. There seems to be a corruption that happens in the Browser you are using, which causes the Contacts list not to show up. So depending on which Browser you are using the fix may be slightly different.

    For Google Chrome (the browser I use) do this:

    Go into the browser's Options and then Settings, at the bottom of the settings list you'll see Advanced Settings. Click Advanced Settings to expand them. At the bottom of your Advanced Settings list you'll see a button called 'Reset browser settings' Click It. This button will reset your browser to its default settings and fix the corruption you had. THIS has fixed my contacts list not showing up in Hotmail/Outlook.

    For Internet Explorer users do this:

    Close all Internet Explorer windows. Click the Start button, Click Run and Type: inetcpL.cpL

    Press the Enter key on the keyboard. Click the Advanced tab on the top right. Click the Reset button. Click the checkbox and click RESET. Open Internet Explorer and verify that all is well.

    After about 2 weeks contacts re-appeared have had no more problems so far touch wood

    Just encountered this issue, but with a twist - it appears that roughly half of the contacts are gone. Doesn't seem to be date or version related. Sure hope they magically reappear as yours did. If not, bye bye hotmail/outlook, hello gmail or icloud. Once bitten this hard, twice shy.
