First of all, I want to say that I was excited to see the new rebranding. I was so impressed that I switched my main email address to an Outlook.com addy.
That said, I'm having a glaring issue with the new Outlook.com Android app. I have push notifications enabled, and am frequently being told that my account requires re-login. I'm seeing this several times a day.
An added occasional issue occurs when I put in my address and password. I am told that I've attempted to login with an incorrect password too many times, and am prompted to do it again, this time with a required CAPTCHA field. It then accepts my login, where I am prompted to choose permissions, then it takes me to the app. Though it was happening every time at first, it's since started only happening about half the time. So I might have to chalk that up to fat-fingering my password out of frustration.
I've never had this problem with the stock email app. But I would rather use the Outlook.com app and take advantage of its extra features.

We appreciate your time in posting to our forum. I am more than happy to assist you with your concern about authentication issues with Outlook.com app.
I understand how frustrating it is to be having this kind of problem. If the issue persists, please try changing your password online (to a shorter one) and then try login in again. Using another account will help our investigation as well. This will help us determine if the issue is account related or not. Also try using a different internet connection on your phone for isolation. We also like to ask your phone's model, OS and OS version.

It sounds like you have no idea what the problem is. According to the posts I have read, everyone with different phone types has this issue and we have all tried to reinstall the app. Also cannot get you the logs you want.
This looks like it started in April. My issue just started today. I changed my password on Friday. Can you tell us what Microsoft is doing on their end to fix this problem? I will no longer be able to access my hotmail account if I have to constantly log in.
By the way, after I re-log in, it will download a few emails, and then it errors out again, prompting for my password.
I can access this account online from my PC and from the browser on my phone, just not with the app. In the Google play store, your reviews are 28,000+ suggesting that you need to fix your app.

To help us in the investigation, please provide the logs of your app. Refer to the steps below:
1.Start Outlook.com's app
2.In the message list view, click the "..." in the bottom right of the screen
3.Tap the "Settings" option
4.Tap the "General" option at the top
5.Scroll down and tap the "Support tools" option
6.Tap "Log level" and choose "Fine trace"
7.Delete/Remove the account and sign back in.
8.Go back to support tools
9.Tap the "Send logs" option
10.Email the logs to an accessible email address.
11.Log in to that email address and download the attachment.
After getting the logs, upload it on the private message I've created for you.

Has there been a resolution to this problem? It just started happening for me, too.
I am now experiencing the same exact problem on the Outlook.com app that is installed on my Android Rezound. I did change my password (it is eight characters), along with uninstalling and reinstalling the app itself. I also attempted to email the logs but got an error message.
My gmail accounts work fine on the wireless network. So I'm thinking it is something on your end. Is there a fix yet?
I really rely on this email account on my phone.
