Per your description, you get the error message when you try to open a new project.
It seems like you are trying to open a new project from Project for the web.
May I know if my understanding of the scenario is consistent with yours?
If yes, generally, you need to have Project for the web license or Project Plan 1/Project Plan3 /Project Plan 5 license to access project for the web and create new project.
The error message "No subscription to create a project Looks like you don't have a subscription to create project…" usually appears when a user only has Project for Office license but not have the required license I mentioned above.
I recommend you go to your account Subscriptions page, check if you have any of the required Project licenses. If you only see Project for Office license, then I recommend you contact your Microsoft 365 administrator to get Project license.
