[Office 2016] Search cannot complete the indexing of your Outlook data

Have various Outlook 2016 search problem recently, but couldn't solve the latest one. User is on Windows 7

What happen:

Everytime the user starts the Outlook, it will give this warning.

Search cannot complete the indexing of your Outlook data. Indexing cannot continue for C:\Users\xxxxx\Documents\Outlook Files\xxxxxx.pst (error=0x81404005). If this error continues, contact Microsoft Support.

Search will works, but will not index any new incoming emails

If user close the Outlook and start again, it gives the same warning again, and previous unindex emails will be indexed. But subsequently new incoming emails will not be indexed again until the next Outlook restart.

We have tried:

  1. rebuild the index
  2. create a new mail profile
  3. move the pst to the totally new pst
  4. update Office to latest version 1705, Build 8201.2102
  5. run a repair Office

still having the same problem.

any suggestion?

Update: With the help from Richard Batty here, we located the offending update that causes this problem. On Windows 7, the update is KB4022719, on Windows 10 it's KB4022715.

    I have this problem on a number of machines.  Selecting two of them for example: Both 64bit windows 10, one with the anniversary update, KB4022715, and outlook 2013, one with creators update, KB4022725, and outlook 2010.

    I looked at the permissions of the C:\ProgramData\Microsoft\Search\Data folders, and found permissions on one that I could view, and on another PC I couldn't enter the folder. so I assigned SYSTEM as owner to both, and gave SYSTEM, local admins, users, and EVERYONE Full control over the folder.  Indexing seems to be working better, at the moment anyway.... 

    Now, I know very well that giving "EVERYONE" Full control over any folder is bad practice, so maybe someone can figure out exactly which permissions the search system needs in order to work correctly.

    This issue also started happening on my system today.  I'm running Windows 10 Pro 10.0.14393 with Office 2016 32 bit.

    You can open Outlook in Safe Mode and it does not crash.  This doesn't solve the problem permanently, but it does allow you to run Outlook until MS fixes the issue.

    To open Outlook in safe mode, hold down CTRL before you click the icon to open Outlook.

    I didn't have any of the other updates mentioned (even though I am fully up to date), but removing KB4022725 solved the problem.

    Worrying as this is a security update, but being able to use Outlook search is more important to me as I live in Outlook.

    My Windows 10 has now upgraded to Build 1703 so that KB4022715 is not available to uninstall anymore. Please does anyone else have a suggestion?

    This worked for me:  I uninstalled the regular (32-bit) version of Office, and installed the 64-bit version.  Indexing and searching now works fine for me.

    Someone else had previously posted that, for whatever odd reason, this bug only affects 32-bit Office.
