It appears that this case is not one that was covered by the hotfix today. The best course of action to ensure that this is captured is to use the in-app feedback to submit a report (using the smiley face icon).

1 - i placed the fonts from Yosemite in the folder /Library/Fonts (not the one in /System) (on a Mac, that is enough to activate fonts, and recently activated fonts are favored over existing ones), then opened Font Book, and verified that the system had disabled the original font files in favor of the ones i installed, then i cleared the font cache (as indicated above) and restarted.
Note: the issue with HelveticaNeue Bold happens on Yosemite and High Sierra; switching to semi-bold seems to be ok.
Also: this is intermittent: if you see it on a slide, often going to another slide, then coming back makes it disappear (or reappear)
2 - PowerPoint is where my clients saw it; they were not using other Office apps at the time.
3 - These are the font files taken from Yosemite (from /System/Library/Fonts)
HelveticaNeue.dfont lists its version as: 10.0d36e1
HelveticaNeueDeskInterface.ttc does not list any version (nor do i see it in Font Book), but the file's create/modify date is Sep. 10, 2014
5 - The same issue has been observed on Macs using the French-France locale, and the English-US locale.

Hello, we also have font problems with update Microsoft_Office_2016_16.9 (and 16.10).
All postscript fonts are gone and replaced (but works in older versions, I have downgraded to Microsoft_Office_2016_15.21 as a temporary workaround since Univers.ps is our company fonts, we have hundreds of ppt:s with this font).

You're not writing to Microsoft here. This forum is primarily user-to-user, although sometimes Microsoft support people and others also join in.
Microsoft is aware of font problems in 16.9. You should submit your own reports to Microsoft using Help > Send feedback in Outlook (this question is about Outlook, so I am assuming that is the app you are having trouble with). In other apps, click the Smile button to send reports about font issues to Microsoft. Submitting reports within the apps is the way to let Microsoft know they have a problem to fix. The more reports, the sooner they will get to work on fixing this.
For questions concerning insider builds, please post those to the Insider forum.
