Problems getting started error message on every workspace

Really excited to try but all our users are getting:

"Oops!

We couldn't save the Loop workspace and pages you've created. They'll be lost as soon as you refresh or navigate awya from this page. Copy anything from them you want to keep and paste it somewhere else. Then, please try to create this workspace again."

Any ideas on what is wrong?

    Same issue here with "Oops! We couldn't save the Loop workspace...". 24 hours have passed since we enabled Loop via the new policy.

    Interestingly, I have a user who can create/save workspaces just fine. I however just get the "Oops! We couldn't save the Loop workspace" error whenever I try and do anything. I am also seeing multiple 401 errors in the console for https://substrate.office.com/speedway/v1.0/workspaceGroups and variations of https://substrate.office.com/recommended/api/beta/loop/

    Appears to be an msft issue. I've checked all the enablement guides. Have customers with same issue...
