You are creating a file in Notepad.
Just open Notepad, copy and paste:
<Configuration>
<Updates Enabled="TRUE" TargetVersion="16.0.12624.20466" />
</Configuration>
Then save as "Config.xml" in the same folder you put the Setup.exe file in. (I just made a file named "Office" and put both in there.)
Thank you for this solution. In my case I had to use version 12527.20194 so my file looked like this:

<Updates Enabled="TRUE" TargetVersion="16.0.12527.20194" />
</Configuration>
This is the January 2002 version (not the year)
Does anyone else find themselves constantly putting their face in their hands when it comes to MS updates? Anyone?
Sad that I won't be getting any updates until this is fixed though. :(
