I can't get the automatic Ink-to-Text pen to show up on my windows device. I meet all the criteria. what am I missing?

Yes it will! Note you don't need to go to a Beta channel at all (I see that listed in the red circle for About Outlook). You could choose "Monthly Enterprise Channel"
(meaning you don't have to go all the way into "insiders" since this is a fully released product as of September 2023. For the SAC/DC releases the ink to text pen went on by default in code in July 2024).
One other note for enterprise/commercial customers -- the ink to text pen (as well as the Windows Ink Anywhere/Shell handwriting feature) requires access via the Microsoft Store/Windows Store to download handwriting models for the requested languages.

Yes! Bumping to monthly enterprise channel would work as we rolled out to MEC channel last year.
