Where do I tell OneNote to sync in the background - not pulling in notes until I visit the notebook

I have OneNote 2016 build 16.0.6965.2058.

It seems it has stopped syncing in the background. I am in the habit of BCC'ing the me at onenote.com address for some emails I want in OneNote. Those are configured to go to my INBOX notebook, which they do, but they aren't there when I go to the notebook. When I click on the notebook, it is empty, but then begins a sync, and pulls them down from the cloud.

Is there any place to configure this so it automatically syncs in the background periodically? I don't expect them to be there immediately, but if I go there after half an hour to an hour, they should be there.

    I'm the Product Manager on OneNote responsible for sync. Let's see if we can get you unblocked. Can you go to OneNote.com and see if that's syncing the content automatically after you send yourself an email via ******@onenote.com? Thanks!

    1. On the File menu, click Info.
    2. On the right side, click View Sync Status.
    3. Select synch automatically

    It is. All notebooks are set to "sync automatically whenever there are changes" and when I touch the notebook it begins the automatic sync, but it isn't doing it in the background on its own. This is new behavior. It used to work just fine. Other notebooks seem to be ok too. This just just my default notebook for the meATonenote address.
