I'm seeing a similar issue with Word 15.19.1 on OS X Yosemite. Just upgraded to trial for production and I'm getting an endless save loop when trying to save as rtf. The process takes time and eventually the save as dialog reappears and no files have been saved. It is a large file (~170MB).

I was having the same problem. My document is long, but it has no images or formulas. I downloaded 15.21.1, and that seems to have solved the problem.
I am currently running 15.21.1 and am also experiencing the issue.

Can you try upgrading to build 15.21 or later, if you haven't already, and let us know if that does or does not resolve this? Update 15.21 was released on 4/4/2016, and we updated to 15.21.1 on 4/12/2016.

In case you are trying to save to a network share or the cloud, please try saving the RTF to your user documents folder (Users/YourUserName/Documents) and let us know if the problem still occurs. Can you save other smaller files to RTF?
