I have Office Insider on two separate PC's and one of them is displaying the new fluent design menu bar and ribbon and the other one is still showing the old ribbon and menu bar.  How do I force/enable the new fluent design menu bar and ribbon?

Some Insiders still will not have the UI update. If you have Insider Fast builds installed the UI may show up for you after any particular update. There is no way to force it to show, or to know when exactly you will see it on a specific machine.

The way that the rollout works, every time you install an update or reinstall Office you might get or lose a feature that is being tested with a portion of the audience. We are unable to control whether that happens.

    Jesse,

I had the fluent design but today I had to recreate my Outlook profile and now I don't have the fluent design... somehow I lost it. I'm on 1809 10809.20001

I'm creating training videos and the screenshots won't be consistent now... first videos with fluent design and now I'm back at the old design...

What version and build does it show you have installed on the PC that doesn't show the new design? You can find that by going to File > Account and looking for the section that reads "Version xxxx (Build xxxxx.xxxxx click-to-run)."
