Thank you for posting here in Microsoft Community.
It may depend on what desktop version you are using, as for both New Outlook for Windows and the Classic version of Outlook has different ways to change it's theme settings. I would love to confirm if what Outlook version are you using? Is it the Classic version or the New Outlook version? You will know the difference as the Classic version has a File tab while the New one does not have it.
Here's how to change your theme settings on the Classic Outlook (Change the look and feel of Microsoft 365 - Microsoft Support):
- Open Classic Outlook application.
- Go to File > Options > General > Office Theme.
- Choose your preferred color them on there, it should look like this:
For the New Outlook for Windows:
- Open New Outlook application.
- Click the gear icon located on the upper right corner to launch the Settings.
- Select General > Appearance and from there select your preferred settings which it will look like this:
