In addition, I would like to share with you the information that this large file size for exported PDF from PowerPoint 2016 for Mac is fixed in the latest version:
Version 16.14.1 (Build 18061302). However, you may encounter the following issues in the latest version of PowerPoint 2016 for Mac:
Arrow size changes and shapes get thick borders when printing in PowerPoint 2016 for Mac.
Low quality images/texts when exporting to PDF using PowerPoint for Mac

Just checked with two separate Macs both with 16.14.1 installed and from the same source .pptx file Powerpoint for Mac creates 51.1MB PDF while the Powerpoint Online generates 4.3MB file.
Definitely not fixed.
