This is for my school account, and I have the same laptop and access Teams the same way I always have from my taskbar.
UPDATE: I have deleted the Teams folder and logged back in, creating the updated Teams folder on my drive. It still only shows Effects and avatars when I click on the camera.

Thank you for your response, but I already reviewed all of that. Where it should have background filters, mine says Effects and Avatar. It doesn't show anything for effects but it does allow me to select avatars.
