In our environment, some registries were missing the key in HKEY_LOCAL_MACHINE\SOFTWARE\IM Providers\MsTeams
So FYI to everyone, the registry key location might be different in your environment. I just compared registry keys like John did and exported imported.

Also ran into this issue on a small subset of our fleet.
After spending way too much time comparing working and non-working workstation settings, I identified that the non-working machines were all missing:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\ClickToRun\REGISTRY\MACHINE\Software\Wow6432Node\IM Providers\MsTeams
It looks like it also worked on machines that had it above Wow6432Node. After exporting from a working machine and importing to a non-working machine issue was resolved post-reboot.

We have same issue, we can change it with admin account. or give user administrative rights and activate the options ande then remove permissions again.
