We are able to create the announcement post with custom image/banner but with the latest version of teams- 1.6.00.12405 (64-bit), the feature to upload custom image/banner is no longer available.
Any workaround to bring back the feature?

Why is Microsoft removing this feature from the new version?
My latest version of Teams Classic + Teams New (not preview) has the banner removed from announcement.

I'm afraid I don't know where each person is from, I'm just sharing the info to hand.
I too would like to have the usability of our own pictures back on posts.
Perhaps an MS employee/moderator will comment!
They are way too large and look rubbish - this is a banner I made in old Teams, this is what it looks like in new teams..

Microsoft Teams users will soon be able to create custom backgrounds for their Announcement posts with the generative AI power of Microsoft Designer. This release of Custom Backgrounds for Announcement Posts will be rolling out across Microsoft Teams Desktop and Web for Channels 2.0 in English – US markets only. In line with current announcement behavior, Mobile will only support the consumption of custom backgrounds. Feature is disabled for EDU tenants while the team implements a policy setting.

Hi, you mentioned, that this is only available for English - US markets.
Am I right that the rest of the world does not have any option to add banners in their posts?
That is really bad. I currently do not have any option to add banners to Teams Channel announcements.
