We are able to create the announcement post with custom image/banner but with the latest version of teams- 1.6.00.12405 (64-bit), the feature to upload custom image/banner is no longer available.
Any workaround to bring back the feature?

I believe it's coming, but not currently available in the preview. Just checked, and definitely not included yet.
Was this resolved? Is there a plan to allow users to add banners to announcements again?
I have the same lack of functionality in preview, but when I switch preview off it comes back, little irritating as someone who does numerous amount of Teams announcements for events but hopefully it will be temporary and will be in preview soon. If it doesn't come into the new Teams then I might start shouting 😄
My experience is that if I turn off the preview, the feature returns. I don't think this is being removed, I think it's just not in the preview yet. Make sure you aren't in Public Preview or Developer Preview mode, and you can still use this feature.
