In the New Teams App, I could see that the Scrollbar is getting disappear frequently.

The scrollbar was available in the UI before trackpads/touchpads were available as a hardware pointing devices. Many people disable using two fingers to scroll, and do not use a mouse with a superfluous wheel.
We should all be thankful that Microsoft did not advise us to reset the router and change the batteries on our remote.
