I have a user that is getting this error when trying to create a new Team in the Teams beta version. I was having it as well until I cleared my cache. Unfortunately, the same fix did not work for them. Any ideas?

Actually the most basic functionality of the app would most likely be chat and file collaboration. Creating a brand new team would be secondary since you have the Admin ctr for creating new teams....does that not work for you? Personally I don't think many end users should be granted access to create new teams...you'll just end up with hundreds of useless teams. Even if you don't allow end users to create new teams you will still prob end up with a bunch of unused teams eventually. Locking it down to IT at least helps the sprawl and allows you a chance to see if a new team is really needed at all. Just my humble opinion.
Use the Teams admin ctr
Justin Jacob1,
try logging out of teams but before it completes logging out hit ctrl+alt+del , select task manager, then end task the teams app. this has worked for my office so far (knock on wood)
Shelly,
I just tried this, but it didn't work for my user who is experiencing the same issue - they can create a team in Microsoft Teams via their phone app, but not in the Teams desktop client or on the web.
Thank you for posting this solution. Hopefully, it will help others.
Thanks!

I found another folder just above it called MSTeams_8wekyb3d8bbwe which I also renamed and that fixed it for me
