I am often working in other windows but have a lot of teams messages that I need to address. This results in my sending meaningless messages accidentally when I hit ENTER thinking I am in a different window but I am really in teams. How do I by default prevent the ENTER button from sending a message?

You are confusing the application(s) that are the subject of this thread.
This is about those apps that don't have the option that you are pointing out.
However, by pointing out the one that does have an option you have proved that it is indeed possible and the developer of other such apps are simply being obtuse.

I am a user like you and only showed the way to use Teams.
What kind of job do you do if you don't have time to push a button that only needs a split second ?
I know that it is annoying but that is the way it works for now and we all try to make the best use of it.
:) I'm not THAT busy! but Teams is the only program i use where carriage return doesnt work, in contrast most of my job is with autocad which is pretty much infinitely customisable
I don't think you can, unfortunately. I did not find the option.
