The latest version of NEW TEAMS, lets you change the notification sound. There's not a lot to choose from, but at least we're not stuck with the default now.
What happened to Teams? ...
They moved Teams functionality into the cloud when it became New Teams, that's what happened.
Based on Jeremy_see's answer, my guess is that the message to sound a notification doesn't go to the Teams client at all, but to a separate process (Windows Shell Experience Host) which appears to ignore the User's System Volume settings.
If that guess is correct, then that's the component which needs fixing. Currently its name seems to be missing its second 's'.
What happened to Teams? The notification sound is now some horrible unbearable sound that started today. I've turned off notifications for now but I need them on for work purposes.

This answer is, was, and remains unacceptable. I work in two environments simultaneously all day, one local to my PC and one in a virtual machine in another domain. Both have Teams, and I would like to be able to tell which one is pinging me at any given moment.
I was able to change sounds in programs on my Macintosh in 1984, the fact that Microsoft can't figure out how to do it in one of their most heavily pushed and promoted apps FORTY years later speaks volumes about how they think about their customers. Fix this.
