Accessing and using Microsoft Teams on smartphones and tablets across platforms
Microsoft has officially acknowledged this problem in the Office 365 Admin Center.
They state or has to do with "spotty networks" but when this happens to me I have no trouble using anything else on Android (Gmail, streaming video, web browsing, etc. all work fine).

More info: Users will only be impacted if they're using the most recent version of Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) while also connected to a network with issues. For most affected users, the issue should automatically resolve after moving to a stable network and waiting for approximately 30 seconds.
Multiple Microsoft 365 mobile apps may experience bright white flashing, including Microsoft Teams, Power Apps, and Outlook. Additionally, users may be unable to sign in to Power Apps and Microsoft Teams. Or, if already signed in, users may experience functionality problems within Power Apps and Microsoft Teams, such as being unable to open apps within Power Apps.
Once the fix is released, users should receive the update automatically; however, users can also opt to force update. For users opting to force-update: The apps will be published on the Google Play Public Beta channels, so users can opt in to the public Beta of Microsoft Authenticator and the Intune Company Portal and then check for the specific versions. We'll provide the specific version numbers once they're finalized.
Current status: We've determined that the newest versions of Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) are inadvertently causing Microsoft 365 apps on Android devices toexperience flashing, sign in problems, and app functionality issues if users are also connected to a spotty network. We're developing a fix, which will then be validated before being deployed to the affected environment. We anticipate the fix will start deploying tomorrow and will take approximately one week to finish saturating.
Scope of impact: Any user using a Microsoft 365 app on an Android device with Microsoft Authenticator (version 6.2104.2518) and the Intune Company Portal (version 5.0.5123.0) while also connected to a network experiencing issues may be impacted.
