I have the Same issue, Opened teams in Applications, Force stopped, cleared cache only, Opened app and was working after that.

After logging into the Teams app, it keeps on refreshing every second making it impossible to work until the app is reopened. This is a recurring problem and half the time it works smoothly, other times it doesn't.

Not sure about the Authenticator app... It seems we have several setup possible here. Maybe tell us if you use Authenticator or Intune, with or without Work profile...
From my side, issue seems resolved when I use Teams in my personal profile, with Intune installed but not configured :) (Intune was mandatory, but I didn't log in there, and Teams works anyway !). I suspect my previous issue to be related to the VMware Hub in my Work profile, which lost network connectivity regularly and then my Teams in Work profile got blinking...
Disconnecting WIFI and reconnecting only fixes it temporarily. The issue happens again within an hour or so.
Also, my device isn't managed by MDM or Intune. It's my personal device, but I do have the company portal and authenticator app on it. Sounds like the authenticator app might be the issue?
Force stop the app, disconnect wifi, open the app, then reconnect wifi.... this worked for me, but Microsoft needs to fix this issue.
Microsoft Teams on Android keeps refreshing on my phone.
