I had the option to turn on "show background effects" during a MS teams meeting. It was working great. Then one day the option is gone and all I can do is turn on blur. But other users in my company are able to use the feature. I logged into a Staging tenant to test and the option is there but when I go to my Companies production tenant it is not available. But it is for other users. Microsoft has not rolled out any MS Teams controls around the background so not sure how my setting is missing and others have it.

We are in the exact same situation. Very frustrating the way these changes get "deployed". It makes it very difficult to communicate and users also get frustrated when they see others having features they don't and that we do not have an answer for the typical question of: when am I going to get this feature?.
I think I tried swapping these files for my Teams install but that did not work. I still do not have custom background feature available even though most of the users do since April! I am the lead in IT for our collaboration solutions so imagine how awful that I don't have the latest features and the rest of the users do. I don't even know what to try anymore to be able to get this feature.

Would replacing these files change also other settings in the desktop app? Notifications settings, pinned teams/channels, added apps on the left navigation, etc.?

No, it does not. However, over the past few months, this "fix" has not always worked. We have also seen issue with other new features only showing up for some people in out tenant while others still don't have them. Specifically, the new meeting experience option under settings is not available for everyone. We have an open ticket on this and Microsoft keeps advising they have resolved the issue, but after following their instructions to clear teams cache and run an update, the new features have not appeared.
The frustration is that we can't really promote the usage of Teams to all employees because they may not have the new (and not even that new anymore) options that their co-workers do (even if they show they are on the same version).
Would replacing these files change also other settings in the desktop app? Notifications settings, pinned teams/channels, added apps on the left navigation, etc.?
